I think you should open restaurants and streetfood shops at refugees' residential homes. Basically all of the refugees can cook, and people are always interested in exotic food. The revenues of the restaurants could be spent on the improvement of the asylums, so it would conform to the law, that does not allow refugees to work in regular jobs.
