How about a service like PayPal but via mobile phones so you can pay by sending sms from any country in the world. Lot of people dont have PayPal account or credit cards activated for internet payments or they are concerned about safety of the transactions. Sending sms is simple and safe. The provisions need to be reasonable though so the shops can afford it.
