Startup Idea : Image rating system [king of the hill style]

Create a website/app that allows users to submit selfie, pics and have other people vote on it. The main idea is that there will be a reigning champion being the main displayed picture with the highest score. There will be a list of recently lesser scored participants to the left (finite numbers) and visitors will get to vote on random pictures with priorities given to newly submit then highest scored picture as an attempt to usurp the reigning champion.
